| Renowned hydrographer Horst Hecht has been awarded the prestigious Alexander Dalrymple Award for services to hydrography. Horst, the Director of Nautical Hydrography at BSH (Bundesamt Fûr Seeschiffahrt) who has worked tirelessly on a wide spectrum of hydrographic matters over the last 20 years, received the award at the United Kingdom Hydrographic Office's World Hydrography Day celebrations at Trinity House, London (UK) on 18 June 2008. |

UK National Hydrographer, Rear Admiral Ian Moncrieff, who presented the award to Horst, said: "He has enormous credibility within the International Hydrographic Organization and speaks with authority and conviction, and significantly from an altruistic standpoint, on matters where he believes the interests of the worldwide hydrographic community are best served. "He has served the world hydrographic community extraordinarily well and it is highly appropriate that we recognise him publicly with this award tonight at this event and in front of a number of his peers."
During the past two decades Horst has been an active, and influential, participant in many International Hydrographic Organization (IHO) bodies. In addition to the North Sea and Baltic Sea Hydrographic Commissions, he has been involved in bodies concerned with most aspects of Electronic Navigational Cells (ENCs) and S-57 development, including CHRIS, Data Quality Working Group, Technical Assessment Working Group, IHO/IMO Harmonization Group on ECDIS. Latterly, he has been active in IHO's WEND Committee, and Chair of the WEND Task Group, and was Chair of IC-ENC from its inception in 2002 until 2007.
At the International Maritime Organization (IMO), he was the initiator of the new regulation to cover the provision of Hydrographic Services (Regulation 9), in the 2000 revision of SOLAS Chapter V. In addition to the active participation in IHO and IMO Working Groups, he has also been a productive writer, with many articles to his credit. He has also co-authored the respected book, "The Electronic Chart", now in its second edition.
On receiving the award Horst said: "I am really overwhelmed with receiving this award in view of the distinguished previous winners Admiral Steve Ritchie and ‘Mr Capacity Building' Mike Barritt. And I am really moved by being the first foreigner to receive this award."

The award is a symbol of recognition for outstanding dedication and contribution to world hydrography and as such is an extremely prestigious award in this sector. It takes its name from Alexander Dalrymple who established the Hydrographic Office in 1795 and is regarded as a leading figure in the history of the development of hydrography.
