Hydrography Course in Colombia Receives IBSC Recognition

During the XIX meeting of the Meso American - Caribbean Sea Hydrographic Commission (MACHC) the IHO Director, Admiral Mustafa Iptes, officially handed over to the Naval School of Cadets 'Almirante Padilla' and the Naval School of Sub-Officers 'ARC Barranquilla', the FIG/IHO/ICA International Board on Standards of Competence for Hydrographic Surveyors and Nautical Cartographers (IBSC) Certificates of Recognition of their hydrography courses programs, with categories A and B respectively.

With this recognition, Colombia is the third country in the world and the first in the region with a course of hydrography recognised internationally in Spanish with the Category A.

These courses, which for the moment are only intended for military personnel of the Colombian Navy, are intended to be reviewed in the medium-term so that they could also be attended by civilians and military personnel from Colombia and friendly nations, thus extending the training of competent hydrographers in accordance with the IBSC regulations, that may contribute to the hydrography development, not only at a regional level, but also a global level.

Implementation of Hydrography Courses 

After the recognition by the FIG/IHO/ICA International Board on Standards of Competence for Hydrographic Surveyors and Nautical Cartographers (IBSC) of its hydrography courses with category A and B, the 'Almirante Padilla' (ENAP) and the 'ARC Barranquilla' (ENSB) organised, with the collaboration of the Portuguese Navy, a workshop on the implementation of hydrography courses.

The workshop coordinated by Captain Leonel Pereira Manteigas, Director of the School of Hydrography and Oceanography of the Portuguese Hydrographic Institute, a school with hydrography courses recognised since 1983, was attended by several members of ENAP, ESNB and the Center for Oceanographic and Hydrographic Research of the Caribbean (CIOH).

During the workshop, key themes were discussed, such as:

  • Collaboration of external institutions in the courses classes (CIOH, Schools of Hydrography from other countries, Universities, etc.);
  • Consolidation and sustainability of the Hydrography Courses;
  • Medium and long-term strategy to consolidate ENAP as a reference institution at a regional and global level in the Hydrography training, for military and civilians, in the Spanish language.


In January 2019, the 'Almirante Padilla' will start its first category A Hydrography Course.
