IHO Capacity Building Strategy Takes Shape

The 11th meeting of the IHO Capacity Building Subcommittee (CBSC) took place from 30 May to 1 June 2013 and was hosted by the Australian Hydrographic Service. An important item on the agenda was the revision of the Capacity Building Strategy, during which the topics that will be a part of the revision process were established.

The results of the revision will be reported during the 5th Extraordinary International Hydrographic Conference in 2014. Topics for revision of the capacity buiding strategy are:

  • The possibility of funding equipment as a part of capacity building
  • Establishment of guidelines on the level of capacity building to me made available to non-Member states
  • The need for comprehensive projects and the use of consultats assisting or delivering capacity building programmes
  • The use of C-55 (Status of Hydrographic Surveying and Nautical Charting Worldwide) as a country profile database
  • Co-operation with stakeholders
  • Development of standard courses in Marine Spatial Data Infrastructures (MSDI)
  • Increasing requirements for hydrographic surveying courses at the FIG/IHO/ICA International Board on Standards of Competence Category B level
  • The use of capacity building standards supporting routine administrative processes.

New procedures for application for courses, technical workshops, seminars and financial assistance; and project finance management have been approved and came into effect immediately.

During the meeting, also the Capacity Building Work Programme 2013 was updated and the CBWP 2014 was agreed. The full report of this CBSC meeting is available from the website of the IHO.
